From the customer’s point of view, vouchers are nothing more than prepaid credits that can be redeemed within their validity period. From a tax perspective, a distinction is made between multi-purpose and single-purpose vouchers. In the case of single-purpose vouchers, all the information (place of performance, tax rate) is already available to calculate the relevant VAT so that this is charged directly when the voucher is issued. In this case, the VAT must be shown on the invoice. The note is used for product ranges with a standard VAT rate, usually 19%. This means that no VAT is charged when the voucher is redeemed.
Multi-purpose vouchers are issued if the redemption is not linked to a specific service or place of performance. Only when the voucher is redeemed does the VAT on the purchased goods come into effect. In this sense, the multi-purpose voucher serves as a kind of cash card without taxation. Multi-purpose vouchers are valid for product ranges with different tax rates. They are also issued irrespective of the specific place of performance and can be redeemed outside Germany, which means that the VAT of the country of delivery applies.
A voucher is generally transferable, meaning that issuers are obliged to accept the voucher from third parties. However, it is possible to prohibit the transfer if the voucher is expressly and clearly issued to a specific person.
